Of course, but please don't change them too much (like changing 1 into 3)!

Can I re-sell them/what can I do if I don't use them anymore?

Please don't sell them - if you do not want the character anymore, I will gladly take them back and use them myself.

Can I decide their names/sexes/attributes/backstories?

After you've paid for them, they are yours, so do with them what you will.

Can I buy one for a friend and give it to them?

Yes!

Please give credit to me for the original design in your first drawing/use of them. After that, you don't have to mention I designed them again; just please, don't claim them as your own!
